AER LINGUS AND ELITE MILES

Of course the cheapest ticket is N class and does not qualify for mileage (only K class and above).
The real shock came when I was checking with AA and they told me that AA will now only count 50% of the mileage towards elite (100% towards regular account balance). The same employee knew nothing of the 4 segment AA requirement, so I am wondering if she is correct or not.
She also indicated that this was the case with Cathay etc. Is she correct? When did this start?
This a real drawback if true.
Any thoughts?

Perhaps, she was talking about Q-points, that are 0.5 per mile flown on a discounted fare?
